Sex Offenders’ Homes to Be Marked With Pumpkin Symbol
ANNAPOLIS Sex offenders in Maryland have begun receiving paper signs in the mail that read “No candy at this residence,” which they must post on their front doors or possibly face a parole violation. Some bottom-feeding groups are challenging the state law in federal court.

By bottom feeder groups do you mean politicians?
John I'm not sure how the bottom-feeder comment applies. This was swiped from Digg so the person who originally dugg the the item at FoxNews may have written that. Good point I should have probably changed that to read something else.
His comment does appear to refer to politicians that object to the sign. That's the way I read it. Perhaps his objection to the politicians stand on the issue could have been made using a different choice of words but it may reflect the anger one might have toward a politician more inclined to respect the sex offender rather than the victim or potential victim.
