This is a great idea that passed the Assembly and Senate last year. It wasn't
real sensational so you probably didn't hear about in the news. (Note these
links were lost. I will leave the bill info here in case you want to research
it.
- Senate Bill 778 (1995)
This was vetoed by Governor Wilson in October 1995. Fines would have
gone to abatement and to anti-graffiti education. The governor was worried
graffiti would not be cleaned if the money went more than one place. I have
news for him. It isn't being cleaned up properly under existing law.
- Assembly Bill 392 (1995)
The presumption of law is that the property certainly isn't the graffiti
vandal's!
- Senate Bill 118 (1996)
This a juvenile offender creative punishment bill that is scheduled for hearing
in January 1996. The premise is the juvenile needs to know that victims are
real. If you like this alternative approach write your California State
Senator.
- Assembly Bill 172: Gang Registration (1996)
In California we register sex offenders. This bill under consideration would
mandate registration of convicted gang members as well as create a new gang
registration computer system at the Department of Justice. Yes!

- The California Paddling Bill AB-7 as Introducedand the Paddling
Bill as Amendedand the committee analysis of the bill. (These

This is a knee jerk reaction to the graffiti problem. The paddling accomplishes
nothing but the disclosure of the juvenile's name is a step in the right
direction. Parents are already required under California law to pay for the
errors of their child's ways. It seems to me this was a cheap attempt to
capitalize on a sad situation from a previous year. This kind of law is why we
don't vote again for the same politician!

Remember that the purveyors of "graffiti deceit
think" and the re-writers of graffiti history would have you believe gangs
don't do graffiti. They say graffiti is done by artists. The real truth is very
few graffiti vandals are anything close to being an artists and much of what
you see is gang graffiti or "crew" graffiti. Differences exist but
the ultimate test is that both groups violate the law and may even be involved
in violence against one another. To that end knowing what the gangs in your
neighborhood are doing is probably a good idea

Room" an archive of censorship cases at the University of
Illinois. The case file reads to me like the Huntington Beach experience was
similar to the experience of other towns where "legal walls" were
permitted for the graphically challenged. Try as the File Room might it doesn't
sound like censorship to me. What it sounds like is another First Amendment
smoke screen to hide the real secondary effects of community blight and the
failure of a community experiment.
