To obtain the actual text of the news mentioned in Bay Area TV and Newspapers you will have to find an archive kept by the news source. The Pleasant Hill Public Library maintains a microfilm archive of Contra Costa Times newspapers. The Times keeps some back issues. Call the Times for information.

Sunnyvale Police Arrest 15

News Center 4 (KRON-TV San Francisco) reported on the evening news for November 20, 1995 that Sunnyvale Police have arrested fifteen juveniles for some $32,000 of graffiti damage. A one month investigation by diligent officers resulted in the arrest of the vandals. The vandals will be billed for the damage they caused according to the report. If the kids can't pay their parents will. (Comment: As it should be.)

San Jose Curfew Ordinance

News Center 4 (KRON-TV San Francisco) reported on the evening news for November 21, 1995 that the City of San Jose is enforcing a juvenile curfew ordinance to help reduce juvenile vandalism, including graffiti. (Comment: This type of ordinance does not protect against the vandals over 18 of course. All of Pleasant Hill's culprits have been over 18.)

Cal Trans Can't Cope

The Contra Costa Times Newspaper for November 21, 1995, in the Editorial section commented on Caltrans inability to cope with the growing graffiti problem. The paper encouraged all jurisdictions to get together to clean graffiti as fast as the graffiti goes up. (Comment: They are about one year and one month behind the rest of us that have been pushing for the same thing but I really welcome another community organization finally taking notice that we have a serious problem to contend with.)

Gang Graffiti in Pleasant Hill

The Pleasant Hill Record Newspaper for November 23, 1995, in the Police Log section on page 2, lists a report of gang related graffiti vandalism to the rear of the Pleasant Hill Mervyn's department store that occurred on November 17.

Burglars Use Hate Graffiti

Channel 7 News Scene (KGO-TV) San Francisco reported in the evening news for December 6, 1995 that burglars used hate graffiti in the home of a Fremont African American family. The victims and neighbors were horrified.

Gang Assault in Concord

The Contra Costa Times Newspaper, on January 5, 1996, pages 1A and 12A ran a story of about a serious gang assault on Virginia Lane in Concord. This is several blocks from Pleasant Hill. Channel 7 News Scene (KGO-TV) San Francisco as well as KPIX-TV San Francisco ran news items on this story. Gang members ages 15-16 assaulted a family in their vehicle. This senseless act of violence has enraged our community. On page 12A of the Times a large picture of local gang graffiti is shown. Parents in the Solano Ave. area of Concord should look at this picture.

California Conservation Corps

The January 9, 1996 issue of the Contra Costa Times Newspaper reported on the California Conservation Corps cleaning graffiti from Bay Area freeways.

Concord Draw's Battle Lines

The January 29, 1996 issue of the Contra Costa Times Newspaper, on the front page, reported that "Concord draws battle lines on tagging, City to spend $50,000 in '96 on fast-response war against graffiti." Gang graffiti in Concord is out of hand. The city has a zero tolerance attitude. Must reading for Concord, Walnut Creek, and Pleasant Hill residents.

Soldier's Monument Tagged

The February 14, 1996 issue of the Contra Costa Times Newspaper, on page 5A ran an article by Times Staff entitled, "Pleasant Hill: Soldier's Monument hit with Graffiti by vandals." They interviewed Lt. Jack Harper of Pleasant Hill PD. (I have a personal interest in this story. That very Sunday, 2/11/96, I met the caretaker of this Monument Mr. George Lehrer for the first time. We found and reported the graffiti to the police. George volunteers on behalf of a veteran's group to keep the Monument and surrounding grounds clean. The graffiti was white supremacist graffiti by a gang called T.P.R. proclaiming a New World Order along with an expletive directed at the C.P.D. (Presumed to be Concord PD) One vandal's tag was ORO1." George had intended to contact the veteran's group responsible for the Monument to have the graffiti painted out. He didn't have the chance as you will read in the next news item.

Soldier's Monument Restored by Good Samaritan

The February 17, 1996 edition of the Contra Costa Times Newspaper on page 4A ran an article entitled "Man's initiative restores Monument." The article has some inaccuracies that I hope the Times endeavors to correct. The vandalism had been reported to police and the Veteran's group responsible for the Monument. The article describes how Robert Butterfield painted over the graffiti because of inaction by the city. Robert is right in that graffiti in our area is NOT abated quickly, despite the fact that we really do try, but the city is not responsible for County property. Robert did what so many of us have already been doing and that is cleaning the blight before it is up long enough to attract more graffiti. I wish the Times had commented on the graffiti covered commercial trailers on the lot across from the Monument. The vandals hit these trailers on a regular basis. The damage has been reported, but the owners of the property have taken no action.

Pleasant Hill Graffiti Task Force

The February 19, 1996 issue of the Contra Costa Times Newspaper on page 5A had an article entitled "Pleasant Hill Task Force is cleaning up. City officials, residents team up to fight graffiti. by C.K. Maclay. This was a Q.&A. interview with Lt. Jack Harper of the Pleasant Hill Police in which he discussed the nature and mission of the Pleasant Hill Anti Graffiti Task Force. Shown in the article is Pleasant Hill's Anti-Graffiti decal developed by the Pleasant Hill Chamber of Commerce and the Civic Action Committee. Must reading for Pleasant Hill residents.

Prison Term Over Graffiti?

The February 23, 1996 issue of the Contra Costa Times Newspaper, in an article entitled "Man to Face possibility of prison term over graffiti," on page 3A (UpFront section) reports that "Donaciano Garcia-deLeon, age 20 was remanded into custody during a hearing on Thursday (2/22) to keep him from preying on the public." Bail was set at $43,916 which is roughly the amount ONE city, Walnut Creek, has spent cleaning up Garcia-deLeon's tag "toker." Pleasant Hill PD and Concord PD are cooperating on this arrest. Mr. Garcia-deLeon lived with his father in the town of Lafayette, CA. On a personal note I can't tell you how many of these "toker" tags I have cleaned up in Pleasant Hill! This vandal has been at work for over a year destroying public and private property. His attacks have included buildings, street signs, utility boxes, bridges, street curbs, and freeway property just to name a few. This arrest is a significant piece of police work! Thank you Walnut Creek Police!

The Anti-Graffiti Laser

The 5:00 P.M. March 28, 1996 broadcast from KTVU Channel 2 News in Oakland, California had a news story about the anti-graffiti laser being developed at Lawrence Livermore Labs. (An article on this laser appeared in last week's New York Times Newspaper.) The expensive laser ($250,000) is thought to be a graffiti removal technology of the future. It does not damage the painted surface as do high pressure sprays of water and soda. Livermore Labs hopes that by working with industry the price of the laser can be brought down and the technology made available to the public. The story referenced the cost of graffiti abatement. Viewers heard the cost of abatement in the Los Angeles area as being one hundred million dollars last year. There was a brief mention of Quentin Kopp's spray can ban bill now before the law makers in Sacramento. The law would outlaw spray cans entirely in California. I thought the story was excellent. No praise for vandals at KTVU!

Freeway Signs Near Moraga Tagged

The 10:00 P.M. June 28, 1996 broadcast of KPIX-TV Channel 5 News in San Francisco, California ran a story regarding graffiti vandals that had trashed the overhead freeway signs at the Caldecott Tunnel near Moraga. The story ran several very good pictures of the vandalism around Bay Area freeways and presented to viewers some of the horrendous costs involved. The San Jose, Ca. Anti Graffiti program was featured. This program spends 1.2 million dollars every year on graffiti abatement and zero tolerance programs. -- This was an excellent news story. --

Fremont Police Seize Evidence

The Thursday, July 25, 1996 Contra Costa Times on page 4A ran a story entitled "Notebooks, photos of work seized as evidence at homes of suspected graffiti vandals." The article was by Lisa Reynolds. Lisa reported that four vandals ages 15-19 were arrested by Fremont, CA police for graffiti vandalism extending from Alameda to Contra Costa County. Two vandals are adults: Roman Udakov, and Robert Pearson both from Fremont. Great work Fremont PD! Another crew bites the dust!

Northern California Graffiti Task Force

The Thursday, August 22, 1996 edition of the Contra Costa Times newspaper, on page 7A ran a story entitled, "Cities join in fight against graffiti. task force likes Berkeley program to pay teenagers for cleanup." The article was by Chuck Squatrigilia. The article informs county readers that 70 Northern California cities have formed the Northern California Graffiti Task Force to "discuss ways to curb vandalism."

More Cal Trans News

The Friday, August 30, 1996 edition of the Contra Costa Times newspaper, on page 3A ran a story by times staff writer Robert Oakes entitled,"Hope for Graffiti-marred freeway signs fades with paint." The article describes Caltrans efforts to abate graffiti on freeway signs. There is apparently more effort being directed at abatement in Contra Costa than the Times and Robert Oakes reported last year in the article about Caltrans having no funding. There is very little evidence that Caltrans takes graffiti abatement seriously in the Bay Area however. This article is misleading in that sense. Freeway signs in Pleasant Hill have been damaged for over two years with no effort shown to clean them. Look at the freeway sound walls along highway 24 from the 580 interchange. You can see the mural vandals are having a field day on the sound wall that faces the freeway. These murals have been up for months with new ones appearing all the time. I'm not sure what this article was reporting exactly. A follow up from last year's article on Caltrans admitted inability to keep up with the damage would have been nice to read. This article just left readers with the impression Caltrans was having difficulty picking the right color of paint and that the Bay Area graffiti problem was minuscule compared to Southern California. One has to wonder if Caltrans took abatement seriously in the Bay Area just how serious the problem would continue to actually be?

Bay Area Freeway Signs Damaged

The 6:00 P.M. news broadcast for Monday, September 9, 1996 from KRON-TV News Center 4 in San Francisco, CA carried a story by Phil Matier regarding damage to freeway signs by graffiti vandals. He covered recent damage to freeway signs along I380 near San Bruno, CA. Vandals have climbed freeway sign posts and painted over lengthy portions of the signs. A Cal Trans representative claimed that Cal Trans spends 1 million dollars annually on graffiti abatement in the Bay Area and 5 million dollars state wide. (This surprises me because none of this money is being spent in Pleasant Hill!) The representative from Cal Trans left me with the impression that there was no way to protect freeway signs from vandals. Some of the signs along I380 have been repainted on numerous occasions. (He must not be aware that coiled concertina wire is used in Southern, California now to keep vandals away from over head freeway signs or that companies in Southern California specialize in devices for freeway signs that keep vandals at bay.) The story was well done. It graphically portrayed the real tragedy of graffiti vandalism, a tragedy that is celebrated on the Internet by graffiti advocate web pages. The vandalism is a slam against the motoring public who need the signs to find their way, and the abatement costs offend the sensibilities of any reasonable person. There was no art in this story only senseless vandalism. Good job News Center 4!
